In October 2023, Tho Leong Chye was appointed Managing Director of Allgreen Properties, a subsidiary of the Kuok Group. The following day, the Urban Redevelopment Authority (URA) launched a Government Land Sales (GLS) tender for a prime site on Orchard Boulevard. When the tender closed in February 2024, Allgreen’s bid of S$428.28 million was the second-highest, just S$10.28 million below the top bid submitted by UOL Group and Singapore Land Group. This marked Tho’s inaugural participation in a GLS tender. Undeterred, Allgreen set its sights on Zion Road (Parcel B), a site on the GLS Reserve List for the first half of 2024.
By committing to a minimum bid of S$604.57 million, Allgreen triggered the site’s release. The tender closed in July 2024, receiving two bids. Allgreen’s top bid of S$730.09 million (S$1,304 per square foot per plot ratio) secured the 99-year leasehold site, which spans 99,953 square feet and allows for a maximum gross floor area of 559,745 square feet. This site is poised to yield approximately 610 residential units.
Adjacent to this, Zion Road (Parcel A) was awarded to a joint venture between City Developments Ltd and Mitsui Fudosan for S$1.107 billion (S$1,202 per square foot per plot ratio). This site is designated for a mixed-use development featuring twin 62-storey towers with 706 residential units, a 36-storey block with 373 serviced apartments, and a retail podium.
Allgreen’s acquisition of Parcel B paves the way for the development of Promenade Peak, a 63-storey residential tower standing at 240 meters tall. Scheduled for preview on July 17, 2025, Promenade Peak will be Singapore’s tallest residential tower constructed using the Prefabricated Prefinished Volumetric Construction (PPVC) method. This marks Allgreen’s first PPVC project, developed in collaboration with DCA Architects and main contractor Woh Hup.
The strategic location of Zion Road (Parcel B), with its proximity to Great World City and the Great World MRT Station, enhances the appeal of Promenade Peak. Allgreen plans to establish a covered walkway linking Promenade Peak and the neighboring Zyon Grand development to the Great World mall, fostering a seamless integration between the residential and commercial spaces.
The project’s address at 1 Zion Promenade not only conveys exclusivity but also aligns with the naming convention of its neighboring development, Great World, located at 1 Kim Seng Promenade. The site’s curved frontage along the water is regarded as auspicious from a feng shui perspective, adding to the development’s appeal.
